🎩 Description

The consultation should have a flag that allows publishing the results of the consultation. These is the expected behaviour:

• In the administration view the flag is managed with a button the same way the published flag is managed.
• By default results are not published.
• Results can't be published during the voting period.
• Administrators will be allowed to publish results only after the voting period has concluded.

In the public side:

• Results will appear in the same place that the vote button appears.
