It’s nearly ten years old, but still valid for ~15 more months

May be it doesn't has a chip. If it has this sign on the cover it has one for sure: https://en.wikipedia.org/wiki/Biometric_passport#/media/File:EPassport_logo.svg

Another thing is to place the smartphone on the inner cover, not inside. The chip could be located on either the las or first cover page. Try it like this: https://www.youtube.com/watch?v=NqRPXYNtq7M

You can also try reading it with other apps such as "Bondi Passport Reader" and "ReadID", both apps are safe to use.
