i have not found a catalyst fragments since v3.0

Describe the bug
I'm pretty Shure (not 100%) that catalyst fragments can no longer be found in vaults

To Reproduce
Steps to reproduce the behavior:

1. hover over a frag
2. hold shift
3. look in the description
4. confusion (it says nothing for the chests you can find it in)

Alternatively

1. go into a vault and loot
2. get home after a long day of looting
3. empty double pouch repeat steps 5-7 ~37times
4. contract confusion

Expected behavior
unless catalyst fragments are supposed to be high level loot it should generate in chests.

Additional context
I think what happened was that during the adding of copper, unobtanium and sunstone the chance of it spawning got deleted/overlooked again merry Christmas.
