Only one passageway?

What happened?

There's only one passageway to the third biome and its through the coalition, which hates us. Is that a bug or what

find your save file, it's in multiplayer, right?
Zip it and drag and drop here

I've had this issue before too with 0 mods affecting map generation. (I made all the mods so am certain of that).
It's only happened once to me though over the course of many campaigns so very uncommon and hard to track down causation.

Yes, that save is bugged
And the real seed is TCgXBTiL, for some reason seed in server lobby doesn't match map seed, which is another bug, :BaroDev:
