What are the similarities and differences between serving a .mp4 with Range requests + PARTIAL and MPEG DASH?

Underneath the hood, what makes this "streaming" / "seeking" of a .mp4 possible? Is it the same or different from how MPEG DASH does it?

(If there's anything I could do to refine this question or be more specific please let me know!)
