When running func pack, detect if we need to run a remote build as listed in the scnearios here: https://learn.microsoft.com/en-gb/azure/azure-functions/functions-deployment-technologies?tabs=windows#remote-build

The primary use case would be if you are running a linux based function app on a windows computer (such as for python app development)
