Legendary Pokemon don't spawn?

Hello! Thank you for your continued support with this modpack. I have a server that uses your pack, but noticed that roughly 60-75% of the time when a legendary spawns in the server, nobody can ever actually find it. I closed the server so legendaries could only spawn on me, but I also found that whenever a legendary spawned, it was nowhere to be found.

Is there some config, or some setting I can change that will allow legendaries to spawn closer to the user it is meant to spawn on? Or is this a known issue where legendaries just don't spawn when the message is posted in chat? Please let me know!

Sadly I cannot provide any visuals to help my case, since they don't show up in the game for me to screenshot, but this is the message in chat that I am referencing when I cannot find what suppositively spawns.

Hello I have similar issue and I've been trying to tp the pokemon to me If it was actually there, I run the command /execute at @e[name="name of the pokemon",limit=1] run tp @s ~ ~ ~ and it clearly doesn't spawn, I was able to tp other pokemon and I know this command work
